The Regional Development Council (RDC)-7 endorsed the seawater desalination project of the municipality of Dauis for China funding to finally solve the water source problem in Panglao island.

The proposed project was evaluated according to the Regional Development Investment Program (RDIP) criteria on relevance, implementation feasibility, resources, environmental and social acceptability.

RDC-7, during its full council meeting on December 8, approved a resolution to the National Economic Development Authority-Investment Coordination Committee (NEDA-ICC) secretariat for grant assistance from the People’s Republic of China.

The IDC then passed during meeting on November 14, a resolution recommending RDC full council endorsement of the project to the NEDA-ICC.

RDC-7 had approved the inclusion in the Central Visayas RDIP for 2017-2022 of the conduct of a feasibility study on the waste water treatment plant for Panglao Island.
The RDIP serves as the basis of the RDC in endorsing programs, activities, and projects for funding.

It was the Infrastructure Development Committee (IDC) that recommended the project to the RDC-7 full council for inclusion in the Central Visayas RDIP.

According to RDC-7, the seawater desalination project of the municipality of Dauis would support the strategy in the Central Visayas Regional Development Plan to increase investments on new water sources and use location-based and cost-effective technologies in acquiring water in remote areas.

The Infrastructure Development Committee had also recommended to the RDC full council, the endorsement of the seawater desalination project to the NEDA-ICC secretariat for grant assistance from the People’s Republic of China.

The municipal government of Dauis earlier submitted to the RDC secretariat the project profile for the establishment of a seawater desalination facility in barangay San Isidro, Dauis.

The Provincial Development Council endorsed it to RDC-7 through a resolution.
RDC-7 also considers the production of water through desalination as a way to increase investment on new water sources and identified it in the Central Visayas Regional Development Plan 2017-2022.

The project will employ a photovoltaic (PV) power of electricity generation which will be matched with micro-grid system and adopts reverse osmosis technology to desalinate seawater.

It is projected to have daily capacity of 2,000 tons and the system can sustain 24-hour operation.

It is assured that the yielded water meets the standards for drinking water in the Philippines.

It will utilize a new energy smart micro-grid control technology that will “provide stable electricity to the desalination system” wherein “the PV power generation system will be responsible for power supply at daytime”.

It is also assured the project as cost effective where in the case that solar resource is sufficient, the coupling of PV power generation system and energy storage system can ensure the continuous operation of desalination system for about 10-12 hours in general.
